Job Description & Person Specification

Key Overview:
Responsible for the day-to-day delivery of the Housing First project in Mansfield and supervising the delivery of a service with a high level of fidelity to Housing First principles.
Provide leadership and guidance to Housing First Workers promoting a positive culture and partnership working.

• Provide a high level of guidance, support and case management for the Housing First Workers.
• Collate required performance information for the team relating to the customer’s progress to support evaluation of the approach.
• Responsible for risk profile of area of responsibility and be able to demonstrate effective risk management.
• Build relationships with landlords and other agencies to encourage partnership working and improve the long term sustainability of outcomes.
• Provide temporary cover for colleagues as required and participate in a rota system of shift duties, to ensure that service delivery is maintained in a consistent way.
• Operational management of service ensuring contract compliance and financial compliance and adherence to policies and procedures.
• Co-ordinate requests and offers of accommodation for the team and manage the personalisation fund in line with partnership procedures.
• To ensure the successful delivery of the contract taking responsibility for achievement of targets to agreed timeframes, budget and quality.
• To encourage peer support in the service and provide effective support to those with lived experience.
• To proactively manage a team through:
o timely and effective performance management;
o coaching;
o communication and feedback;
o role-modelling attitudes, behaviours and expectations;
o capturing the learning from mistakes and setbacks;
o Showing effective and positive leadership through change, in order to support and develop your team to realise individual and team potential and ensure effective service delivery.
• To be part of a rota providing out of hours access to telephone support to people using the service
• To work flexibly to ensure that service delivery is available in the morning/ evenings, at weekends and on bank holidays when required

• To ensure the safety of staff by appropriately managing lone working and ensuring all necessary safeguards are in place.

Person Specification
· To have an understanding of the complex interdependencies of mental health and substance abuse and offending behaviour
· Experience of managing and supervising staff; effectively coaching to enable creative problem solving
· Promote the rights, responsibilities and informed choice of the people receiving the service through reflective practice with the staff team
· Know when to seek assistance or supervision and how to engage meaningfully in planned supervision.
· Adaptability to changing and emerging needs as the pilot develops demonstrating flexibility and resilience in challenging situations
· High level of relationship skills:
o Empathy; caring; acceptance; mutual affirmation; an encouragement of responsible risk taking; supportive and constructive challenge and positive expectation for the future.
· An understanding and knowledge of the Housing First model and belief in the values and principles
· An understanding of the Centrepoint Lifewise Activity model
· Experience of administration and recording procedures with the ability to audit case notes and gather required data to support the national evaluation

Job title: Service Manager - Housing First – Mansfield

Reports to: Regional Support Manager

Salary Grade: Point 34 (£28,129.56)

Hours 39hrs per week (flexible working to incl evenings & weekends)

Location Mansfield

Term Fixed term for 12 months

Essential This post has been designated as an Essential Car User. A Full UK Driver’s license and access to a vehicle is essential. The vehicle must be insured for business use and have a current MOT certificate. This role will be subject to an enhanced DBS check

Action are looking for exceptional individuals who have the passion to deliver on our vision of supporting people out of Homelessness by further developing a Housing First service in Mansfield.

The Housing First pilot will be delivered in conjunction with existing programmes throughout Mansfield and will help complement steps already being taken by Mansfield District Council, Action Housing and partners. It will allow the testing of the Housing First models at a scale that could make a significant difference in providing support to homelessness people.

Housing First is an internationally evidence-based approach, which uses independent, stable housing as a platform to enable individuals to begin recovery and move away from homelessness.

Through the provision of intensive, flexible and person-centred support, people are supported to maintain their home. Unlike other supported housing models, individuals do not need to provide they are ready for independent housing, or progress through a series of accommodation and treatment services. There are no conditions placed on them, other than a willingness to maintain a tenancy agreement, and Housing First is designed to provide long-term, open-ended support for their on-going needs.
The role will initially be for 12 months on a fixed term contract. We however envisage that the successful candidates will champion the development of the model into longer-term commissions and enable continued funding for the project.
