Background
Action are looking for exceptional individuals who have the passion to deliver on our vision of supporting people out of Homelessness.

The Sustainable Tenancies Support Worker will form part of a new team working with clients experiencing homelessness in Mansfield and creating a range of strategies and support plans to address their homelessness and issues preventing them from sustaining a tenancy.

The team will include two Housing First Support Workers, a Housing Officer and the Sustainable Tenancies Support worker. The Housing First team will engaging those most entrenched hard to reach clients. The Sustainable Tenancies Support Worker will work with clients who have medium needs whilst the STP Housing Officer will assist those with low-level support needs around sustaining a tenancy.

The role will initially be for 12 months on a fixed term contract. We however envisage that the successful candidates will champion the development of the model into longer term commissions and enable continued funding for the project.

Staff are expected to work flexible hours in line with the needs of the client. Therefore some work may be required outside of the conventional working week.


Primary purpose of the post
To provide flexible, open-ended support, advice and assistance to people who have
previously struggled to sustain a tenancy, have been living on the streets or are
stepping down from the Housing 1st accommodation so that they are able to access
and maintain a safe and secure home of their own.


Key role specific responsibilities
The sustainable tenancies support worker will provide front line delivery of high
quality person centered support to enable clients to live independently.

- To provide effective housing management and income maximisation advice to
tenants in relation to successful tenancy sustainment

- To provide practical help to support vulnerable tenants who are experiencing
problems managing their tenancy to comply with the terms of their tenancy
agreement.

- Work with clients to identify barriers to their tenancy sustainment including but
not limited to Mental Health, Substance-misuse and/or offending and work
with them to address these issues and engage with appropriate services - Establish open and trusting relationships with people who are/have been living on the streets or in temporary/insecure accommodation. - Supporting service users to achieve their goals and outcomes through intensive case management. - Enable service users to access community resources, and offer personal/emotional support. - Provide a safe, welcoming environment for people accessing services. - Develop an enabling partnership approach that supports all people using the service to attain their rights and entitlement. - Actively participate in achieving defined outcomes for service users. - Actively identify the strengths and aspirations of service users and enable the access to relevant opportunities and/or services. - To deliver agreed Centrepoint Likewise Activities · To participate in the delivery of client engagement activities. This may be informing clients of relevant activities and facilitating their attendance, or leading or supporting the delivery of a group work session · Assess referrals and manage waiting lists · Work in partnership with the Housing Officer to minimise empty bed spaces, maximise rental income and support tenancy management and eviction procedures. The SW and will help with the prevention of property damage and cost incurred by identifying and reporting necessary tenancy issues · To collate a defined range of information relating to the service user's progress to support evaluation of the approach. · With customer agreement, liaise with other agencies to ensure the client is sustaining their tenancy such as Housing Benefits, DWP, Criminal Justice services, Health services, employment and training agencies. · Support the customers to access community resources including attendance at Actions Lifewise Sessions · Record and monitor progress of each service user; regularly review the person centred risk assessment and support contract. · Implement existing policies and procedures and to input into the development of new policies and procedures.
· Positively promote and engage in the delivery of support models employed by Action and work collaboratively with colleagues to ensure that Action offers the best possible service to clients, in the most appropriate way. · Actively participate in achieving key performance indicator targets as set by Action Housing and Mansfield District Council. · Attendance at Steering group meetings, Homeless prevention meetings, rough sleeper meetings as and when required. · To deliver Centrepoint Lifewise accredited sessions to Action clients, complete worksheets as required and submit to Centrepoint for accreditation. Training to be given.

Key Overview:
Responsible for the day-to-day delivery of the Housing First project in Mansfield and supervising the delivery of a service with a high level of fidelity to Housing First principles.
Provide leadership and guidance to Housing First Workers promoting a positive culture and partnership working.

Responsibilities
• Provide a high level of guidance, support and case management for the Housing First Workers.
• Collate required performance information for the team relating to the customer’s progress to support evaluation of the approach.
• Responsible for risk profile of area of responsibility and be able to demonstrate effective risk management.
• Build relationships with landlords and other agencies to encourage partnership working and improve the long term sustainability of outcomes.
• Provide temporary cover for colleagues as required and participate in a rota system of shift duties, to ensure that service delivery is maintained in a consistent way.
• Operational management of service ensuring contract compliance and financial compliance and adherence to policies and procedures.
• Co-ordinate requests and offers of accommodation for the team and manage the personalisation fund in line with partnership procedures.

Action are looking for exceptional individuals who have the passion to deliver on our vision of supporting people out of Homelessness by further developing a Housing First service in Mansfield.

The Housing First pilot will be delivered in conjunction with existing programmes throughout Mansfield and will help complement steps already being taken by Mansfield District Council, Action Housing and partners. It will allow the testing of the Housing First models at a scale that could make a significant difference in providing support to homelessness people.

Housing First is an internationally evidence-based approach, which uses independent, stable housing as a platform to enable individuals to begin recovery and move away from homelessness.

Through the provision of intensive, flexible and person-centred support, people are supported to maintain their home. Unlike other supported housing models, individuals do not need to provide they are ready for independent housing, or progress through a series of accommodation and treatment services. There are no conditions placed on them, other than a willingness to maintain a tenancy agreement, and Housing First is designed to provide long-term, open-ended support for their on-going needs.

MESSAGE FROM CTFC CHAIRMAN

Happy Eastertide!? An Encyclical from Chairman Paul.

As I write, Boris is back at work tomorrow.  But lots of other things and people are not back. Like us, in the churches, still locked down.  How are we faring?  Lots of Easter joy?
Few, if any, of us followed the example of Pastor Audrey (on Radio 4’s Sunday programme); she has  defied the U.S. government (believing in a higher authority) and stayed open.  For our part, whether or not we are altogether happy with other actions of the government, complying seemed wise – if perhaps a bit late,  - so we shut down our buildings and much social activity.   
We have complied and are making the best of a bad job. Many will have been busy being neighbourly, whether to actual neighbours, relatives or to fellow churchgoers. Some of us have re-invented spring-cleaning and have smarter gardens than for some years past.  Some serious reading has been done.  Zoom has not known such activity ever before, and some churches have ‘streamed’ services and meetings with varying levels of success.  We will do better next time, having learned about the possibilities in the ‘new media’.
A pessimistic colleague wonders if some churches, now closed for the duration, will ever open again, whether because of finance or loss of commitment.  Donations from varied tenants may have dried up, jeopardising the future.
Ecumenical togetherness has been a real victim, with the loss of this year’s housegroups, the Good Friday Walk of Witness and the time honoured Whit Walk.  Christian Aid Week is going to be different.  The new ‘Thy Kingdom Come’ period from Ascension to Pentecost was getting established but might not ‘take off’ this year as hoped.   The planned CTFC Forum on June 1st looks in doubt, but we shall see.  It would be good to get together if it is possible.  More Zoom, anyone?
That reminds me; Christian Aid was devised to address the poverty and hardship on continental Europe at the end of the war. Oxfam had blazed an even more remarkable start in 1942, of all times. May it be that we are called, in this ‘sabbatical’  year to blaze a new trail, implementing, for example, (1) the much-postponed visitation of newly-occupied properties, (2) maximising, with the Borough’s working party, our input to the Climate Change emergency and (3) tackling more completely the unsolved domestic conflict, mental health issues and homelessness need in our town? 
Plenty of food for thought and action, as soon as possible.   Can ‘Thy Kingdom Come’ be more than  the name of a ten-day period?
